Where are the current versions of the standalone/DRM-free downloads?

I realized I'm playing with the original release version, and not with the balance patch, and can't figure out what's going on with versioning.

The SendOwl download links are all to 4066. Running 4066 informs me that 4075 is now available (somehow). Steam, meanwhile, is on 4069.

What's going on here? Are my SendOwl links just, too old or something, despite Anomaly being only a couple weeks old?

I am having the very same issue. Download links have 1.5.4066 while the game says it is at 1.5.4075. It causes the DLC to not activate.
