Is it possible for animals to keep respawning.

I have a male and one female boom rat on my map and they are not making more Baby Boom's Has this feature not been implemented yet?

No it hasn't.

In the meantime the game will keep a set amount of animals on the map, and will add more to replace what dies. So feel free to hunt everything to extinction, as they will be replaced.
