In an established colony you don't have much incentive, but hauling/cleaning are in short supply early so someone who can do those without having to worry about their mood (these tasks have no passion associated) significantly increases productivity of the colony overall, since pawns who do have interests can use them.

This person is a significant net gain in productivity for a long time, assuming you're not very short on people who can fight fires or already inundated with tons of happy dumb labor and nobody who can do more advanced work.

beyond that: what Kind of a lousy assasin would he be? Probably he never acclomplished any contract as he was too slow, or he cut himself with some paper and had to go home to rest :-)

There are lots of ways to assassinate, like sniping or poison, that don't exactly require peak physical ability or move speed.  This person is even a pretty good shot, apparently.  The unfortunate part is that this person is not much else, since melee + wimp is a joke.

He's the sort of colonist that *might* be worthwhile to keep in a cryptopod until someone attacks, then release.  Except... "slowpoke" means he won't get to the battle in time, and "wimpy" means one hit and he's down...

...yeah, he's more valuable after being turned into 2.6 artillery shells.
If you give an annoying colonist a parka before banishing him to the ice sheet you'll only get a -3 penalty instead of -5.

And don't forget that the pirates chasing a refugee are often better recruits than the refugee is.
