What I meant was that when you have stone blocks (already made) just lying on the map, even though they aren't in a storage zone, you can still build with them. The option is there, but it doesn't keep track of how many are on the ground, therefore it will say you need more, even though they are already building the wall.

I wouldn't pay too much attention to it saying that you don't have enough. The only thing it looks at when determining the quantity you have available is your stockpiles. You can have the map overflowing with metal laying around, but if none of it is in your stockpile, then the number will be red when you try and make something out of metal. If there isn't any usable metal on the map, it will give you a message saying something to the effect of 'constructions need materials'. I don't remember the exact phrase.
