11.834 violating operation on guest does NOT reduce factions goodwill

According to the change log, when an operation is performed on a guest, that is not needed, like harvest a lung, this will anger the faction. It does not cause any change with the faction.

Tested with the faction already in a positive relationship.

Have an injured guest in bed,
perform remove left lung, ( or whatever does not kill the patient)
will get message, that this operation will anger the faction.
Perform operation.
no change to relation status.
let the guest heal.
guest leaves the map.
Get message that because guest left fully healed, relations have increased by 15....

Relations with faction never went down, but relations did increase by 15.

Expected result from change log information;
perform violating operation, faction goodwill decreases.
