Creative System unable to assign buffs/debuffs to all skills.

I'm noticing that you are unable to give yourself a bonus to handling animals.  Is there a reason for this?

I'd also like to see an answer for this.  I notice on Google that Animals seems newer than other skills, is this just an oversight?

Animals is certainly a newer skill. I believe this is an oversight.
