1.3.3074 + Ideology - "Empty" world still spawns faction worksites

Created a world with no Pawn-based factions.  Disabled all events that add colonists except Transport pod for RP purposes.  "Abandoned planet".

World is empty as expected save for mechanoids, ancients, and insect hives.

However, I'm still getting work sites that pop up, with factions that only show up in the faction menu with dev mode turned on.  The faction disappears from the menu after the camp is destroyed.

Unsure if this is intended behavior.  I suppose they could be new arrivals themselves, with the worksites being their initial colony.  That would at least fit with the RP theme of the playthrough, (you'd think they'd be outlander/spacer, not tribals) but wanted to bring it to dev attention just in case.

Thanks for the bug report.  This is indeed intended behavior, to support raider ideologies even if there are no targets to conquer.
