I think your target group seems to be very small 

As a european I think the problem you are facing is based for one on the difference between the metric and imperial system, meaning european manufactures calculate the size of the cupholders differently than the U.S.

The second problem is that the U.S. is the only country I know of that sells to-go soda cups in sizes that are reserved to bottles in european countries.
Those mentioned bottles usually have a smaller diameter than american cups and tend to fit into european cupholders
