[1.3.3072] Shuttles cannot board/drop off

[Archeotype]

After accepting a quest that would involve receiving 2 champions to fight off a pirate invasion, the shuttle lands but does not release the 2 champions. Instead, they just stay inside the shuttle. I've never been able to successfully board shuttles before in this save.
