[1.0.1951] Art queue counts installed items when using "Do until you have X"

When making artwork using "build until you have X", all artwork which has already been installed is being included in the count. I expected only non-installed items (ie in storage) to be counted.

I have included a completely new save game to show this. Basically the only thing done is create and install artwork.
