See subject, I had one game out of maybe 10 starts in different terrains, different groups of people, etc spawn the raid sites. Playing till about ten days.
At first I thought it was because of playing in desert, but forest is the same.
I have mods but I've only got less active since the 1 / 10. Gonna try without any mods, but it takes like an hour to see if it's working.
Seems bugged? Reddit has similar issues but no answer.
I like bought Ideology to play the raiders and stuff and it's basically completely fucked.

i am totaly unsure about what is not working for you.
Maybe take a trip at the bugs section here, read "How to report a bug" .
Try to explain it step by step what ideology you use,. what you await and what don't happen.
Maybe with savegame, or explain how someone can reproduce it.
