Title: Mods constantly "downloading" all of a sudden (Steam)

I spent yesterday looking for fun mods (was previously on vanilla), found a bunch and installed them via Steam Workshop. I loaded up the game (via Steam), picked which ones I wanted in the mods dialog, and started a new game. Had other plans, so saved and closed it down almost immediately. Later, I started up Rimworld again, only to be met with attached image "rimworldbug1.png".

My ModsConfig.xml looked like this:

I tried re-adding the mods from the save file, but that didn't help. I tried manually removing RimWorld from SteamLibrary/apps/common, didn't help. Noticed that in SteamLibrary\SteamApps\downloading there was an empty folder with RimWorld's Steam AppID. I'm figuring some mod got "stuck" updating from the workshop?

In the end, deleting RimWorld in Steam (delete local files) and reinstalling it made the mods dialog work.

Of course then all mods were in "inactive" mode. So I exited RimWorld and copied the list of mods from my savegame into my modsconfig file, and then it was all good again (just mentioning this if someone else is ever in the same spot).

So like this:

none of my subscribed mods are downloading. they permanently have the loading icon.

all of my other steam games are connecting online properly and i haven't messed with any firewall settings lately. so what is up?

should i just validate my game files?

I'm having the same problem.  Unsubcribing and reloading doesn't work.  Re-booted, no good.  Can't load saved game nor make a new colony with mods.

fwiw, i have prepare carefully as my only mod in a16 and i have to remove/reload (un-follow) it to get it to work. If I don't do this, the mod screen shows 'downloading...' forever where prepare carefully would normally be.

Having a huge problem on Steam right now. Mods do not work for me anymore. As soon as I download any mod and start RimWorld, it will display "Downloading..." forever.
I tried restarting the game, restarting Steam, deleting my modsconfig file and even restarting my laptop.

What the hell is going on? I want to play RimWorld with my mods.

Yep just had the same problem.


Not even one mod works. It just says "downloading" forever.

Tried deletiing all my files related to rimworld, tried restarting Steam or restarting my laptop, none of that seems to work. Strange.

Well at least we know that it's a steam related issue now, I was panicking all day because i have 40+ mods installed and suddenly I was unable to load even one mod.

No fix at the moment, also no response from anyone right now.

You can temporarily fix this issue though:

Just delete RimWorld (local files) via the Steam menu. The download RimWorld into your library. It will redownload RimWorld and automatically redownload all of your subscribed mods. Then you can start RimWorld again with all of the mods working. Only thing that you have to do manually is reenabling all of the mods.

As soon as you close Steam though, it reverts back to the "Downloading..." bug. :(

A) Is there any response from the mod team on this? People on /r/RimWorld are also reporting this issue all of a sudden

B) fastest way to circumvent this issue with a temporary fix:

* delete RimWorld

* re-download it and wait for all of the mods to re-download

* Set up mods and save modsconfig


At least this is what I have to do at the moment, every single time I close Steam, please fix!

* When you close Steam the next time, it should take you around 2 minutes to re-download RimWorld and copy paste the modsconfig

So, I didn't see this happening when I played yesterday morning, and then I saw people talking about it in the afternoon, so maybe I just barely missed it.

Since you warned me (thank you), what I did last night was, I opened up the folder where all the Steam mods are saved; CTRL-A all mods; CTRL-C. Then I went to the folder where manually-installed mods are saved, and CTRL-V. When I opened Rimworld, it automatically enabled the mods out of the manual folder instead of going after the Steam versions that it had been using before. With the Steam versions disabled, it didn't make any downloading attempts. It's made my Mods folder pretty messy for the moment, but I feel that's a small price to pay.

Paths, at least on my Windows install:
Steam mods: "C:\Program Files (x86)\Steam\SteamApps\workshop\content\294100"
Manual mods: "C:\Program Files (x86)\Steam\SteamApps\common\RimWorld\Mods"

I don't know if this will work after you've already started having problems. I assume it ought to work as long as "Downloading..." doesn't also mean "hai i'm deletin ur modz 4 u", but it's not like I wanna test it myself or anything.

I have the same problem every time I restart my Pc.
I already downloaded most mods from the forums here, but a few are only on steam :/
10 hours colony unplayable, because the mods are gone ...

@Tynan: Can't you just load the steam mods into the mods folder like every other mod, too?
Quite a few games use the 'workshop' section to store their mods and I guess i get to know why :/

I play RimWorld almost every day.

When it happened the first time on that day, I immediately went on both reddit and ludeon forums and I saw some people started reporting this problem too.

I have not encountered this bug ever before, and it also seems like some people have just now started having this problem too. I guess the problem can't be just on our side, but maybe from Steam?

That's my only guess.

The thing is, the game just reports exactly what the Steam API tells it. To fix this sort of thing I have to hide or post-process data from Steam, which seems kind of ridiculous because Steam shouldn't be giving wrong info in the first place.

Ugh I hate working with dodgy APIs.

Other games have had this problem with Steam over the years as well. A quick google search a while back showed it for Skyrim, Gary's Mod, ARK and some others that I forget.

The workshop really is a pile. It's a convenient pile, but that is about it.

Certainly seems like a Steam bug. I was able to play RimWorld a couple days ago and everything was fine. Today I see the same bug as everyone else, all my mods are Downloading... I didn't change anything between then and now. I'm still subscribed to all the mods in the workshop.

At least it works to install a mod manually (non-Steam) and put it into the mod folder for the Rimworld Steam-Version.

Additionally, if you wish to play a Steam-only mod still, you can move it from the Workshop mods folder to the main RimWorld directory and the mod should then still work.
(Remember, if you do this, un-subscribe from the mod after you move it, otherwise you will have two copies of the mod. Bad things happen then.)

first: there will no bad things happen, as long as you only have one active, as the other (the steam version) should be deactivated by default once you had the downloading problem. Just don't activate both.

second: I wish steam wouldn't convert the mods into their ids, so that i can see which mod is which without looking into the about.xml of each folder :/

@Tynan, just FYI. I'm a game dev myself so I spend a lot of time debugging stuff and I couldn't help myself trying to figure out what's going wrong. I'm pretty sure I left no stones unturned. I looked through every file and folder regarding workshop content in Steam, moved them, changed them, and finally did complete folder compares (using Beyond Compare) and here's the thing:

There's no difference in the data.  These are the files and folders I looked through and compared:
D:\Games\SteamLibrary\SteamApps\common\RimWorld
D:\Games\SteamLibrary\SteamApps\appmanifest_294100.acf
D:\Games\SteamLibrary\SteamApps\workshop\downloads
D:\Games\SteamLibrary\SteamApps\workshop\content\294100
C:\Users\Srekel\AppData\LocalLow\Ludeon Studios\RimWorld by Ludeon Studios

I made copies of them when it wasn't working, then did the re-install thing to get it working, and compared.

So it certainly seems like a Steam issue - or a Unity <--> Steam issue, depending on how your integration looks I guess.

Next time it happens to me I'm going to replace steam_api.dll with the latest one from the Steamworks site and see if that helps. I'm not sure which version you're using now but there have been some changes that could potentially affect this:

1.39: "...expand on Steam Inventory Service functionality."
1.34: "The Steamworks SDK has been updated to include new Workshop functionality in ISteamUGC."

Nope, I don't have go into offline mode to get it, though it may coincide with me restarting Steam.

I do have the Beta client for Steam, which may have changed something? Certainly it makes me restart Steam more frequently.

i have never put steam in offline mode and i still have this issue, if that helps

i thought maybe it was a firewall issue but i never changed anything in my firewall settings so i doubt that it did anything

Well it's quite clearly a Steam issue. Think of it like this, nobody ever had a problem like this and people started having this problem within 24 hours. So yeah, it's not our fault guys. ;)

It is almost certainly a Steam thing, it has been happening on and off with a small number of games since before Rimworld was even on Steam.

it deinstalled eversthing in stem workshop folder, the game configs and the game itself.
It only works until i restart my pc/steam.

Same thing for m, as soon as I restart Steam, no matter what I did before, it's there again.

Since not everybody has this problem, it's probably dependent on certain versions of either the PC or Steam.

Idk others but I had this problem since at least a couple of weeks before A16 was released. I was just too lazy to report it.

In my case it was just always 1 mod that was downloading and idk what it is or if its actually a mod, never happened having all of them like that.

I reported it here (sadly didnt noticed that it was already reported) recently because this time I saw 2 mods like that (from about 30) and i thought that shit might be slowly becoming serious. For some reason the second one disappeared, but since it started I always, always had 1 mod downloading. Even switching computers and installing rimworld from 0 didnt make the trick.

could everybody having this problem report if they are using the beta or stable build of the steam client. (I've heard quite a few ppl reporting here use the beta build, me aswell)
This might give us a clue why this happens. (switching back to the stalbe build doesn't fix the bug tho)

Well the bug is gone now for me..... Can't really say what made it fix itself, but 2 days ago I changed a couple of things in the Steam settings, not sure if it got fixed because of that.

ok now my game is back to normal. did tynan change something or was this a delayed effect caused by me opting out of the steam beta?

someone else with this bug needs to try opting out of the steam beta then restarting steam (as well as their pc) to see if that fixes it.

Your story sounds similar to mine. Maybe Steam beta has something to do with it.

Maybe Tynan/Ison should check what exactly changed in Steam in the last couple of weeks/months.

I have talked to Valve. It is their fault, and they are fixing it. So when they push their fix, things will work again properly.

Closing this now because there's nothing for me to do.
