Motive
At the start of the game each colonist must be a jack-of-all-trades, contributing their effort across a wide set of needs with little skill. But as the colony grows they can narrow their focus to a specialization and become experts in a given field.

The current skill progression of 0~20 partially supports the notion of getting better at what you do. But it has an end-game problem of becoming legendary at everything, which doesn't recognize the opportunity cost of doing one thing at the expense of not doing something else.

Skill Focus
The current skill progression of 0~20 should be kept because lots of other mods are balanced around that range of values. But for any given individual their total skill points would have a soft cap of 1/2 the skill points it takes to fill the full set of bars.

Better Forgetfulness
When the pawn reaches the ceiling of half of all possible skill points their brain is full. From that point on every skill level-up is accompanied by a skill level-down of their oldest used skill. In this way their attention and focus becomes their expertise.
