I should note: Restarting the game fixed it
I have had this bug before as well, and restarting fixed it for me also.

that's the canned food mod. 1 steel + 10 food at a stove = dinner in a can
other mods I'm using: Most of Enhanced Defence, MIRV artillery, RTGs, Weapon Crafting 1.1

And what we're you both doing before it showed up?
I had the same bug happen. It also fixed itself when I restarted the game. Not running any mods, the bug showed up after loading the game after switching language to show the game to someone who isn't good at English.
I can actually reproduce this bug.
1) Safe a game
2) Quit to menu
3) Switch language
4) Load game
