OBS doesn't agree with my PC, neither does Fraps. i might try it when I upgrade, though.

When I record Rimworld (and it's rare I record anything these days) I play it with a reduced resolution. Also, although it may sound counter-intuitive, set your bitrate fairly low (about 1000). I had a lot of trouble with the encoder not keeping up until I lowered it, and tis better having lower bitrate but less frame skipping.
