Title: Colonists should get a mood debuff from not being able to speak.

I've played lots of games with EPOE (https://ludeon.com/forums/index.php?topic=10571.0 (https://ludeon.com/forums/index.php?topic=10571.0)) and the mod adds a -10 modd effect for paws with a silent jaw (they can't speak). I just thought this should be in the vanilla game because people unable to comunicate with others midht feel deprived.
Thoughts on this? ???

Doesn't mean they can't communicate.

Looks like another case of reality being unrealistic.

Same thoughts, there are always other way to communicate.

Initial suggestion may go with intelligence level, and ease up with crafting or something. After all there is the wonderful way of pointing the fingers on desired stuff :)
