Going through as lone explorer. Researched stonecutting, built wooden stonecutting table, opened interface, clicked add bill, nothing happens. no new dialog box/interface.
Same here! I already gave up a game because of this (for me it's "no stone buildings - no deal!", you know). Now I just started a new game in A14c with the same result: research --> Stonecutter's Table --> "Add Bills" button does nothing. >:(
However, before that I played a (rather short) game where it worked normally (also A14), so I don't think I misunderstand anything about it. I tried building Stonecutter's Tables in different locations, indoors and outdoors, but to no avail.
Edit: tried to attach two save files, but each ZIP is bigger than 600k... now what?
Edit 2: oh and I'm playing the standard crash scenario, not lone explorer.
I have had this happen on two straight games as well.

Details:
I started as neolithic tech, mountainous biome. Several crafters above skill 6, some around 12. Wood table, steel table both unable to add any bills. Research is now fully to electricity but no cut stone.
I don't know why I'm thinking this could be related, but the screen resolution on my laptop is smallish (macbook pro 13") and some dialogs don't draw well. Maybe it's just a layout problem. Or not.
Can anyone having this problem while playing the vanilla version please post a save game file so the issue can be investigated further. If the file size is too big even after compressing it, then you can use a cloud storage service such as Dropbox or GoogleDrive (or Mega or Depositfiles etc. if you find those options ore convenient).

It's just usability, as resolved over email. You have to click "make stone blocks" in the popup menu that appears.
