Title: [BUG] A14c Chased colonist spawns before Electricity tech

It felt weird when a 60+ year old joywire artist called my tribal colony and asked for help. My colony wasn't even finished researching Electricity.

I propose that this event should only happen if your colony has one of the following:
- Electricity tech
- Microelectronics Basics
- Comms Console built

I never thought of that I'm interested to see what the devs think. I agree though.

LOL, at first I was thinking why shouldn't someone with better tech being chased ask for your help. Then it dawned on me that it was the calling you part that is the problem. Duh!

The problem is with the communication. He/she calls you for help, and there's mention of "tinny speaker" when you reject.

Either the text needs to be reworked, or an alternate text for tribal colony (your scouts see some commotion in the distance blah blah...) which I frankly think is a lazy way out.

Or make it the second conditional event after infestation. I think this is better because it will cause "wow!" reactions in some players who play tribals most of the time.

Clearly, your escape pods came with walkie-talkies.  If you're a rich explorer, you will definitely carry some kind of radio.  And, of course, all tribals carry communicators as a matter of course... wait what?
