If the issue is not resolved, and you are running Windows, I would also add the suggestion of running the game with the following command line parameter:

Quote-popupwindow

This will run the game in borderless windowed mode on your primary display.
The resolution will be the last-set resolution.
(Likely the maximum resolution of your screen if it has not been changed.)

If using Linux or Mac, this parameter may still be available, though I an unsure how to implement it.

Adding -popupwindow in launchoptions (window 10) doesn't seem to give me a popup when pressing play game.

If you system language isn't English, try (temporarily) switching to English and try again.  There are occasional issues with the way non-English systems handle numerical representation.  We're getting those bugs ironed out, but they may still be present.

If that's not it, please post your log file (see my sig).  It may have more helpful information for us.
