Title: Add ability to limit fps <60

I would like to request the ability to limit max fps to a custom value. This should be very easy to implement, either as a launch option or entry in the config file.

The reason for this request is that I'm currently visiting my parents, and I only have an old macbook to play on. This one gets very hot and loud, and while I can play at 60fps, I'd rather half the framerate in order to extend battery life and not burn my lap.

I know that on windows there are various tools to limit fps, but I couldn't find anything for osx. So my only option is to ask the developers.

And some of us are playing on computers older than dirt.  This seems like an option that is both easy to implement, and useful.

It won't help. RimWorld is quite light on the graphics; it's the CPU usage that's setting your laptop aflame.

Said it before I could. Graphical framerate and processing are somewhat unrelated, the best one could hope for is the ability to play the game in slow motion and process things slower
