Does this happen with no mods enabled? If it only happens with mods enabled, you'll need to do an exhaustive test to determine which mod or combination of mods is causing the error, then report back.

The Error is gone but i got a new one :( ( i loaded my mods new )
IncidentWorker_RaidEnemy could not fire even though we thought we could: no faction could generate with 14.99978 points.

What that error says is "One or more of your mods isn't working correctly". Only you know what those mods are, and only you can figure out which combinations will and will not work.
You can post a thousand errors like that and the amount of help we can give will not change.
I've actually seen that error in an unmodded A16 game, most commonly if I was playing on Peaceful.
What mods & order are you using?
What storyteller & difficulty?

Hey now ive tested it without mod... after the first raid, when the game wants to spawn a second one, ive got the same error as above ( cannot spawn raid)

hmm but it Appears every 2-3 seconds. Ok when it is Harmles ,then i ignore this issue :)
Yeah, you should probably up the difficulty to Intense temporarily, as that will give a sufficient multiplier for the first raid. A raid needs at least 25 points (drifter) to fire.
