This game is too niche to need it.

People who would enjoy Rimworld are the ones who find it by themselves.

I don't think there's any specific PR staff, unless you count Tynan himself.

Currently I guess they got no want to make a company for advertising and other projects, needless to say they working hard on it. Sandbox people actually make a big part of Steam players already.
