Have Slate blocks in stockpile, only Sandstone tile/flagstone available as an option for stone blocks in Floors.
Can't find anything to suggest this is working as intended.
Have Stonecutting researched, can't see any other relevant research.

since you notice it is a new release version, maybe you didn't notice some handling changed too.
In this case, floor's are now similar you wall's you can choose the building material now while you left click on the floor type.
Not a bug.
