I need help figuring out what this means. I keep getting it every time I load the game or go onto the Mods section. would be appreciated.

you should give out more information.
You are a modder who try to find an error with his mod ?
Or you are a player who try to activate some mod ? Then it would be helpful to know your modlist and maybe the full log (the green "Share log" button do both).
Or just try to deactivate mod's until these error's are gone. Once you know which mod (probaly something with vehicles) you should ask at the mod discussion about it.
If you tried to add Trading Economy mod, then you should install this framework
