Title: [1.1.2259 / Royalty] Panning view w/ MMB can cause view to snap to 1, 1

Since today's patch 1.1.2259 (aka Hotfix #3) attempting to pan the camera around using middle mouse button while having a tool for delivering commands active (Chop Wood, Harvest Plants, etc) frequently causes the viewpoint to jump to the top-left corner of the map.

Seems to only happen when you are panning the view up and to the left with one of these command tools activated -- then the camera will just jump up there.

Behavior does not occur when no command modes are active.

Steps to duplicate:

This behavior occurs with no mods active. I did not include a save file because I could duplicate the behavior on any loaded save or any newly created game.

In the video I begin by rapidly moving the screen around with a "default" mouse cursor to show that the described behavior does not happen in this mode. Next, I activate some different "command modes" (such as Chop Wood) and pan the camera around to show the bugged behavior in action.
