Title: [1.1] Infestation spawns bug hives in river (shallow water)

I am running 1.1.2561 and an Infestation is spawning hives (and shortly bugs) in a section of the river that is underground.  I'm sure the insects can swim, but this seems incorrect.

I found this post from 2018, where it was described as a problem:  https://ludeon.com/forums/index.php?topic=45861.msg436191#msg436191  It seems to be happening again.

I'm going to go splash some wet bugs.  And get murdered.  #lifeontherim

is this not intended? more often than not i get infestations under caves where rivers pass through them since its harder to cover up all of the overhead mountain

Apparently it's ok. Personally, I agree that it seems a bit strange.

Yeah, it's allowed. It's not broken fictionally and makes a lot of game mechanical sense. Thanks for the report in any case.
