Title: Unable to update / upload mods on the workshop?

I uploaded the mod i was working on fine and I managed to push one update to it, but now there just isn't a button to update the mod.
since then, I've started work on a second mod and I've had the same problem with there being no button to upload

Stupid question, maybe, but IS Steam actually running? I've had Steam crash before while RimWorld continued to play.
