Miracle heals are part of a mod. I forget which mod, but it was the same one that also included anemia and nausea.
I am 100% sure they were in the vanilla game at one point but idk if they are now
Yes, it was vanilla and has been removed.
That being said, it's only been commented out in the XML, rather than removed altogether, so that may mean Tynan hasn't decided whether to remove it permanently yet or rework it for the new medical system.
