I have my Orbital Trade Beacon up, I have silver within its radius, but I can't trade with it? Every trade tells me I don't have enough silver, although the inventory shows 980. Can't buy a single medical kit or anything else.

What have I forgotten to do?
I can see that it's raining, but it's not raining on the beacon's zone. There is a roof over it. You can't have trade pods crashing through the roof. Designate a no-roof zone over the beacon and you'll be able to trade. Alternatively pile everything into that tiny 3x3 square around the beacon itself where it's getting rained on.
