Title: [Mod Request] Move the mouseover text

Basically, I want something that does this:

That way it's never hidden behind the tools, and is located in a place where it is always visible.

If you send this as a request to edb for his ui mod, he would probably be up for adding it. He is likely the best one to ask for this kind of thing, it's kind of his forté
