is there a way to change the code that raiders never spawn?

Until there is a completely non hostile difficulty you'd have to figure out some way to decompile the game or sift through the data files which is all likely to be obfuscated in various ways thus making it very difficult to achieve, if perhaps at all. Your best bet atm is the Phoebe Friendly difficultly which is supposed to be very laid back.

Isn't the "Pheobe Friendly" mode completely peaceful?

Not tried myself as the raiders add a bit of excitement for me but the description certainly makes me think this.

No.

Phoebe's like a very gentle GM, though, it seems. She holds off on the raiders for a long time, and when they come, she ramps up very slowly, it seems. But they will come.

^^ fair enough. My bad. Although the description should be changed for Phoebe then as it's a touch misleading.

It must be pretty damn easy though. Even normal Cassandra is perfectly manageable once you get the basics down imo :)

I played phoebe a bit to get things down and it went like this.

Day 7: 1 raider
Day 14: 3 raiders, 3 pistols
Day 21: 3 raiders, 2 pistols, 1 uzi
Day 28: 3 raiders, 2 pistols, 1 grenade
Day 35: 4 raiders, 2 pistols, 1 uzi, 1 molatov

By the time you hit day 21 thanks to both combat suppliers and slaver visits, you should be able to outgun any attack sent your way.  Or go the way I did and begin assaulting them at their drop site.

It makes for a much more leisurely way to get used to the mechanics.

Read this thread and decided to make a mod to get rid of raiders and violent animals.

Look near the bottom of the first post. It's labeled 'Peaceful Mod'.  Install instructions are at the top of the first post.
