Well what happened was that i started a new colony on the new Ai Chill Callie Classic in 0.0.254b and i picked settlers that can do anything ( i picked scientist, miner, and settler) and i gave them orders like to mine or build and they would just sit there standing still idol....i checked the overview and i had everything checked off for everyone, then i went to the priority overview and changed the priorities to see if that would fix it but nothing would fix it....if i right clicked them and manually prioritized something they would do it then just stand there idol.
Are you sure you didn't have them drafted?

And could you provide a savegame with the idle settlers?
I've seen this happen a couple of times, but the only save file I have with this occurring is one of my CustomScenario maps.
From a save-file standpoint though, this is the cause of the idle colonists:

Removing all reservations with null claimants fixes the affected colonists and they go back to work.
I've seen videos of this elsewhere in the threads. I think it's a .254 bug though, but I'm not sure.
It just started happening to me, and I think I know the cause.

If you leave the game running for two to three hours without doing anything, things fall to crap and colonists start giving up. Colonists die/leave/etc. Now, say you keep this going until all five autosaves have the same colonist who has died/left, and they weren't there for all five of those autosaves. Now, load a save from before that colonist died/left. Sometimes, that colonist will literally just stand there after finishing a task; drafting and undrafting doesn't work, until they get tired or hungry. Then they eat/sleep, and return to work, only to repeat the process. However, once all the autosaves are saved over, their behavior normally returns to normal; sometimes it doesn't, and I can only imagine that this is because of a manual save in which they had died/left still being available. I haven't done enough testing to prove this, but I believe this may be the cause. It's sort of like updating the game without deleting autosaves-it just doesn't work right. I don't think uploading a save file of this will work quite the same without the autosaves, and sadly, all of my dead autosaves have rolled over. Try it for yourselves and see if I'm right.

Yes, I too am very interested in this if anyone can reproduce it or post a savegame where it's happening.
The only time I`ve seen colonists stand idle is because they try to grab invisible food, that isn`t in the square. ie Hovering over the square they are on, says that there is 5x or 6x food in that square, when there isn`t any. I think its just my modding that has screwed up something, but this only happens very rarely, and usually saving and loading a game fixes it.
I have inserted the code I posted earlier into the attached save file as I no longer have the original save file with this problem.
Unfortunately the colonists are only going to be idle around the time they want to go to bed. The original had a ton of null claimants for various things which caused the colonists to pretty much be idle 24/7.
The cause is unknown to me. The solution is removing the reservations with null claimants.

Ok, I'm going to put a failsafe for this bug and try to catch it.
I have a feeling that multiple conditions can cause this same bug to occur.
