I can't put out a fire on items and on moving peoples, when people lie i can put out fire and rescure him.

No, but after rightclick i havent action. After adding homezone settlers going to put out a fire

Fires on items will only be put out in a homezone.

If your goon is running outside a homezone he will be ignored.

Yep, it's a usability issue, not a tech bug.
