Title: Scenario Editor [Force Trait 0% should disable trait from apparing.]

My suggestion is to allow setting force Trait = 0% to disable that trait from appearing. 

For example, force trait Careful Shooter = 0% for all starting colonists should make Careful Shooter impossible from appearing during
character creation. When it does not work this way. In fact it seems to be almost like 0% is 100%?  It always make that trait appear. This could be a bug, or a logic issue with how I am thinking about it. I guess Tynan never meant for traits to be blocked or disabled using Scenario Editor but I wanted to make a custom scenario that strongly encouraged both melee and animal combat.

By removing Careful Shooter and some other traits, and forcing some traits as well like jogger and brawler.  I can force brawler and jogger by setting to 100%, no problem but I can't disable traits by setting to 0%.   

Just my thoughts, I love the scenario editor and I would appreciate as much support and extra features possible to upgrade the possibility of scenario editor.

I tried to disable the brawler and now half of my colonists are brawlers...

Yeah 0% is like 100% lol....

Completely agree, 0% should mean it doesn't shop up at all OR we need another Part to forbid traits
