Setting forced trait to 1% still generates this trait on every single pawn whether starting character or non starting character. Colonist randomization yields the selected forced trait every single time at 1% and at 100%.

Same here, unmodded even selecting 0% = 100%
I'm also having this issue, even the latest version (1249). Occasionally I can lose the trait if I have multiple forced traits and I keep hitting randomize. I am going for 5 colonists with 20% chance of night owl, but now I'm getting all 5 with it constantly, which isn't what I want.
