Title: Fueled stoves should not need component to repair

Fueled stoves do not require components to build and thus should not require components to repair.

solutions:

Make fueled stoves immune to breaking

or

Make it so that you need some steel to repair it

The point of a breakdown is that it specifically requires components to fix.

I agree that it shouldn't breakdown.
