I was wondering what programs everyone uses besides Photoshop?

While I don't do art for rimworld.

Illustrator or other vector based drawing tools are a necessity.

I've heard people using Gimp, Paint net, Inkscape and I think there was something else but I can't remember what for the life of me :p

Used Krita (https://krita.org/en/) before for its photoshop-esque layer effects, rarely see it mentioned. But'd have more success manually typing out an SVG than actually drawing something myself so I stick to Inkscape most of the time.

Lets you take images and change them into whatever you want, if you want to draw from scratch, GL.

paint.net or gimp depending on what machine im at. The textures in the game aren't that high res for the most part, so worrying about using vector based tools for anything small is just gonna be a pain in the butt, but its good practice I guess.
