with the Chinese. However, I think the Bible is all the
proof you need that such ends are unsuitable for the security
needs of this nation.

That's a generalisation. I don't think that way. How are we gonna power the nuclear power plants on Mars? Although partnering with China would solve a lot of $$$ issues.

That then produces water for electrolysis to convert into oxygen. See? No extensive financial support required. Although you need a place to store all the excess pencils.

All folks need these days are water and carbon dioxide to grow plants. People can start greenhouses full of sugar cane and vegetables. Then
they can monitor oxygen levels with oxygen detectors inside green-houses. Finally, folks these days can use vacuums to suck up and then release oxygen at appropriate times to aid in the combustion of sugar in the presence of oxygen.
The water vapor doesn't have an easy way to get condensed...

place the rods of sugar in the way of the outflow of O2 and light
it on fire the reaction should produce the desired result without
much fuss. Then it's just a matter of using heating near the roof
to keep the CO2 that's released rising and out of the way of the
reaction itself in the presumably O2 rich environment.
Sugar into water? Hang on our bodies do this every day using respiration! Is that what you meant?
Eg. C6H12O6 + 6O2 => 6H2O + 6CO2 + energy

Also, we don't need to plant complicated plant life like sugarcane to create oxygen. That's too slow.
Cyanobacteria are much more suitable for oxygen production. How do I know? They were the bacteria who terraformed Earth! But growing food is a whole new topic.
Also the atmosphere isn't made of 100% oxygen. We can harvest the biological waste and food scraps from our colonies, then put it into compost (yes) and then through a series of biological processes à la nitrogen cycle, we get nitrogen gas! Technically, an atmosphere only needs to have a little nitrogen to support the nitrogen cycle, so the remaining gases can be anything, as long as they are relatively unreactive and aren't radioactive(radon), for example helium, used in scuba tanks.
About the tokamak reactor, we can fuel it with the trace elements from the surface of Mars! Deadly solar radiation has probably created rich deposits of tritium or helium-3 on the surface of Mars because it has no magnetic field. The other ingredient, deuterium, is everywhere anyway.
Don't take my word, this is very oversimplified.
P.S. Forget Bosch reaction and electrolysis.
