Description says it all. I want to know for my mod.
Don't really know, didn't test it but I found that Storytellers comes with a desired population section. Try upgrading this number to 5 and launch a game.

as far as i know not in this version of the game maybe in alpha 3
The 3 is hardcoded for now. I'll look into moddable startup sequences later.
