Title: [A16] Pawn stands around doing nothing when trying to milk a downed animal

Firstly, I'm posting here because I'm running a modded game.

I had an animal that was recently downed/in shock due to extreme pain, and a pawn was trying to milk it.  What happened was that the pawn ended up standing around doing nothing and the same messages were being written to the log over and over.

Lilith started 10 jobs in 10 ticks. lastJobGiver=, curJob.def=Wait, curDriver=Verse.AI.JobDriver_Wait

Edit: Forgot to add, once the targeted animal is no longer incapacitated, the pawn resumes business as usual.
