Title: Permanent condition: Flashstorms, still not working as (probably) intended

Hello this is an easy to reproduce bug. Just start any custom game with permanent condition: Flashstorms enabled.  If you do this you will notice that the flashstorms never change location for the whole game. If they randomly end up in a corner of the map you never have to worry about them ever really.  I don't think this was intended when this condition was made optional for being permanent. Ideally they would rotate around the map giving the sense and challenge of permanently fluctuating storms.  Right now in their current state it's a rather pointless condition.

Can this be easily fixed so that the permanent condition rotates around the map?  Right now the only way to do this is to have a non permanent condition of flashstorms that restarts like every 15 to 30 seconds but then you have that annoying alert going on every buzzer 15 30 seconds which will drive you crazy.  Thanks.

Well, it's working as designed, it's just a bit weird the way it works out. I'm going to move this to suggestions since it's not really a bug.

Maybe a setting, so that any event (of the same type) that happens more than once within a minute, doesn't make a noise or pop a message?
