In most of my runs (not all of them) my starting pawn never do meditation/prayer. You can reset pawns recreation choice by drafting/undrafting so I can quickly check if that's really the case.
Is there any restrictions on meditation/prayer or is it a bug? I have only one pawn so he has solitary bedroom.
I saw many of my pawn's are praying.
Maybe your pawn's isn't religious then he never decide to pray and play poker instead.
Yes, some pawns don't pray. But they should at least meditate. And on some of my runs my pawn is alright too, so your example is not relevant.

Then there is no solitary recreation type when you have room for pawn (until you get some are for viewing). Because outdoors recreations work only when they have no room. So if you removed those types of recreation you should also remove solitary recreation from availible recreation types for pawns. It just confuses when it says that this type is availible when it's not.

What does this mean? They can go for a walk or go cloudwatching any time. Or at least they should be able to.
The meditate and pray recreation JoyGiverDefs each have pctPawnsEverDo tags. So I think it's possible that pawns can do one, both or neither.
Prayer and meditation haven't been removed.
However there is only a chance that a pawn will actually engage in these activities. It's 50% for prayer and 40% for meditation. This chance is rolled once for every pawn and depending on the roll outcome he will be able to do prayer and / or meditation, or nothing.
When they decide to meditate or to pray, they will go to their private room to do so. Either you didn't have private rooms yet, or bad RnG.
I've also tested if having a room blocks the outdoor recration types and have been unable to reproduce it.
