Whenever I try to settle a tile, the button is grayed out and it says disabled: "CommandSettleFailOtherWorldObjectsHere". Is there anything I can do to fix this? I am using mods by the way.

i think your production charge is defect because i don't see any vanilla bug here ! :-)
At last a logfile should be helpful, read the sticky of this forum to locate these logfile.
If you play on steam and played older version before on the same mashine, it would be a good idea to delete the Core folder and let it repair from steam.
Be sure you only have the right mod version for your Rimworld version.
After you activate mod, you should check the ingame logwindow (need to enable Developer mode at the option) if some red lines (error) show up.
Deactivate mod until no or less errors are there.
Better not to use mod's that cause error's then to risk later a critical error that prevent you from playing that colony.
