Trying to place sandbags in shallow water.

What happened: Can't place sandbags in water.

Sandbags go in water it's what they are most often used for IRL.

If you try to make sandbags on water in 1.1.2548 it won't work.

For gameplay reasons I'm choosing not to allow sandbags in water. Thanks for reporting either way!
