I was playing normally, activated dev mode and it wouldn't let me open either the debug actions or logging menus, and would instead throw up an error.

I would look at first at these mod.
Deactivate it, and look if that helps.
If you realy want that mod, you should ask the mod author.
But personaly i would launch an app to listen to any steam then to integrate that into the game.
