Title: BUG: Incidents stop spawning

Hi. Every time i start a new game, after day 20 or so i see this message in the log:

Exception test running QuestNode_ManhunterPack: System.InvalidOperationException: Sequence contains no elements

After this message i dont get raids or other big threats anymore and i cant force incidents in debug menu. Quests still generating and i can make it in dev mode. I tried run the game with mods and without it - no difference. Reinstallation or file verification dont work as well.
