How much RAM do you have?

More importantly, are you on a thirty-two bit operating system? Do you have the thirty-two bit version of "Rimworld"?

No thirty-two bit program is capable of using more than four gigabytes of RAM.

I don't think he use the 32bit client, his Rimworld just use 3gb RAM which is a normal use for a medium modlist.
32bit app's can only address 3,2gb RAM not 4gb.

More RAM wouldn't give you any advance, only faster RAM + faster motherboard bus speed.
Rimworld let the OS assign the core's and don't do it itself.
There are experimental mods about CPU threating (forget the name) and performace (Rocketman).

Even with the Rocket Man, my game takes up twelve gigabytes of RAM, though I have hundreds of Mods...
