It would help us if you told us what the notification says.
My best guess is that you run Ideology and got a fixed-date Festival called "Shape of Freedom" that you have not yet done.

Shape of Freedom is a semi-randomized name for a special building according to your ideology. Probably somekind of altar.
Go in your architect menu, then under Misc, you should be able to find it.

Well, I don't understand the language on your interface, but my guess would be the Large Altar.
Maybe there is a translation issue here as well ?

It is wierd that the game seems to have two languages at the same time.

Two localization languages-this happens when they do not have time to prepare the translation completely for the release, in my case - Russian.
Hmm. maybe they don't want to have both the altar and the ideogram in the same room since they are different ideoligion symbol ?

I rebuilt the altar into a separate new room, I demolished the ideogram, since no one needs it. There are no changes.

I notice that too as i looked at the savegame from someone.
I use english, but the quest description was still russian (i think) very strange.
I think i should report that as bug too.

All but one settler
I think I found out what you need. Check bill in your art bench, some special ritual building are made by your artist now. (Just had the same issue for my colony)
