yesterday i bought royalty, i bought ideology a few weeks ago - it works fine, but i cant activate the royalty entry in the mod list.
everytime i do, the game demands a restart (as usual, when u change something with mods) and when i check the list again, after restarting, the royalty "mod" is still disabled.
what i tried (btw, im using the steam version):
deactivating every other mod, deinstalling every other mod, reinstalling the game,
checking local data.
in fact i just managed to get royalty working once - and that was cause i downpatched to 1.2 because of a multiplayer (mod) session.
i never managed to play royalty in 1.3 and above.

all need to be the same version, Rimworld and the DLC's.
Normaly you should notice a version mismatch pretty easy at the mods window.
I don't know how you play Rimworld, steam or DRM free.
But when you installed the DLC manualy, be sure you have installed it correct (compare the file structure of royalty with core).
You can disable/enable other mods without problems ? Then i don't think you got a wrong right managemant of the saved data area.

ideology as well as royalty is for 1.3, so everything is fine in this department, i guess, i just cannot activate royalty in 1.3
