I shock lanced a pawn with a shield pack and attacked a different enemy next to him. the pack activated on the downed pawn. The pawn was still in psychic shock. This seems like it should be unintended.
I reproduced in a mod-less run as well by equipping my pawns, spawning a raid which had a shield pack, lancing a pawn with the shield pack and attacking someone else next to him. Might be an easier way to do this but that's how I confirmed.
